In a move to provide accessible and tailored financial solutions to micro, small and medium entrepreneurs (MSMEs), the Department of Trade and Industry (DTI) and the Land Bank of the Philippines (LANDBANK) signed a Memorandum of Agreement (MOA) on December 9, 2025 to launch the Landbank Innovative Financing Thrust Towards Inclusive National Growth thru MSMEs (LIFTING MSMEs) Lending Program.
The program aims to empower the MSME sector by expanding credit access, and promoting inclusive economic development by offering financing options tailored to MSMEs’ unique needs.
Different loan packages will be offered to cater to businesses at various stages. Newly established businesses (Start-up) can borrow ₱100,000 to ₱500,000 while the loanable amount for growing businesses ranges from ₱500,000 to ₱5,000,000.
On the other hand, expanding enterprises (Level-up) can avail of loans of up to ₱50,000,000. The said packages also feature flexible modes of payment and collateral options like real estate mortgage, and credit guarantees.
Aside from capital injection, LANDBANK commits to extending financial literacy, entrepreneurship, and business development training to borrowers and promoting the use of digital onboarding and financial technology solutions.
DTI will complement this by delivering entrepreneurship, digital marketing, and product development training through its Negosyo Centers. It will also play a crucial role in identifying and promoting qualified MSMEs for financing, focusing on women-led enterprises, young entrepreneurs, market vendors, and franchising ventures.
Trade Secretary Cristina A. Roque highlighted the program’s significance, stating that its very name, “LIFTING,” directly describes their goal, “to lift, to empower, and to open doors for the backbone of our economy, our beloved MSMEs.”
She stressed that financing remains the “biggest hurdle” for many, and this program is designed to remove that barrier, “giving entrepreneurs the breathing room to innovate, hire more people, and strengthen their operations.”
Secretary Roque also underscored the partnership’s representation of the administration’s vision, calling it “Bagong Pilipinas in action: government and institutions working together so opportunities reach the people who need them most.”
The launch event, held at the Landbank Plaza in Malate, Manila, brought together over 200 MSME representatives from Metro Manila, Laguna, Rizal, Bulacan, and Cavite, signaling a strong start for the nationwide program.
