The Ease of Doing Business–Anti-Red Tape (EODB–ART) Advisory Council convened its 11th meeting on December 9, 2025, at the Department of Trade and Industry (DTI) Office in Makati City, driving forward key initiatives aimed at streamlining government services and enhancing accountability.
A major outcome of the meeting was the Council’s endorsement of integrating the Accountability, Responsiveness, and Transparency (ART) Dashboard into the eGovPH Super App, in collaboration with the Department of Information and Communications Technology (DICT).
ARTA Secretary and EODB-ART Vice Chairperson Ernesto V. Perez presented the ART Dashboard, which was designed and developed by the Anti-Red Tape Authority (ARTA) as a centralized digital platform to monitor the performance of government agencies. Its integration into the eGovPH Super App is set to significantly enhance and simplify service delivery for the public.
DICT, represented by Assistant Secretary Maria Victoria Castro, provided updates on crucial national digital infrastructure, including the Philippine Business Databank (PBD) and the Central Business Portal (CBP). ARTA expressed its full support for the implementation of the PBD by the first quarter of 2026 and the CBP by the fourth quarter of 2026.
The meeting also featured a significant formal signing of a Memorandum of Understanding (MOU) among the DTI, ARTA, the Philippine Quality Award Foundation, Inc. (PQAF), and the Association of Government Internal Auditors (AGIA). This MOU formalizes the commitment of these institutions to a shared vision of efficient, innovative, and responsive service delivery through closer collaboration between the public and private sectors.
Furthermore, Roberto Alvarez, President of the Philippines–Ease of Doing Business Foundation, Inc., presented updates on the Operational Permits and Protocols Simplification (OPPS) Program, highlighting the cooperative spirit of national industry organizations in sharing concerns and endorsing unified recommendations for simplification.
The Council also agreed on measures to ensure greater accountability and foster international cooperation:
Performance Improvement: ARTA will require agencies ranked in the bottom third of the Competitiveness Dashboard to submit comments and concrete action plans aimed at improving their ranking and overall performance.
Global Promotion: All agencies present agreed to seek guidance from the Department of Foreign Affairs (DFA) on the official representative to the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP) to further promote inclusive businesses on the regional stage.
Also in attendance were DTI Chief of Staff Jeremiah Reyes, ARTA Deputy Director General (DDG) for Operations Undersecretary Lea-Grace B. Salcedo, DDG for Legal Undersecretary Geneses R. Abot, Better Regulations Office (BRO) Director Marbida L. Marbida, Compliance Monitoring and Evaluation Office (CMEO) Director Grace L. Fernandez, and Department of the Interior and Local Government–Bureau of Local Government Development (DILG-BLGF) Division Chief Zaldy I. Masangkay.
