SSS and DOH unite to give the gift of security to job order and contract of service workers

The Social Security System (SSS) and the Department of Health (DOH) have partnered to extend crucial social security protection to all Job Order (JO) and Contract of Service (COS) workers within the DOH, solidifying a commitment to secure the future of the nation’s health workforce.

The landmark partnership was formalized through the signing of a Memorandum of Agreement (MOA) during the DOH Year-End Celebration 2025 held at the DOH Central Office Gymnasium in Sta. Cruz, Manila.

This collaboration ensures that DOH’s JO and COS personnel, who are essential to the department’s operations, will gain access to the comprehensive benefits provided by the SSS, including sickness, maternity, disability, retirement, funeral, and death benefits.

“This holiday season, the SSS and DOH come together to give the most meaningful gift—social security protection,” said SSS President and CEO, Robert Joseph Montes De Claro. “This initiative embodies our principle that every Filipino worker—regardless of employment status—deserves the peace of mind that social security brings. Together with the DOH, we build a future where no worker is left behind.”

DOH Secretary Teodoro J. Herbosa expressed gratitude for the collaboration, stating, “We thank President and CEO De Claro and the SSS family for their trust and commitment to safeguarding our workforce. This MOA is a crucial step in recognizing the invaluable contributions of our JO and COS workers and ensuring their well-being now and in the future.”

The MOA signing was led by SSS President and CEO Robert Joseph Montes De Claro as Principal Signatory, joined by Executive Vice President Ernesto D. Francisco, Jr., and Vice President Benjamin M. Dolindo, Jr. as Signing Witnesses.

Representing the DOH were Secretary Teodoro J. Herbosa as Principal Signatory, with Assistant Secretary Atty. Frances Mae Cherryl K. Ontalan, Director Maria Ella T. Guerrero, and Director Aleli Annie Grace P. Sudiacal serving as Signing Witnesses.

Also present from the SSS were Department Manager Raul F. Matan – Professional Sector Department, OIC Daniel T. Caput – NCR West Division Operations, and Binondo Acting Branch Head Mary Anna O. Cordova, among other team members.

This agreement marks a significant stride toward universal social protection, underscoring the commitment of both agencies to the welfare of public servants.
