MARINA issues guidance on mandatory BT-PSSR Updating Training, sets compliance deadline for Dec. 2025

The Maritime Industry Authority (MARINA) has issued a formal advisory to all Filipino seafarers and Maritime Training Institutions (MTIs) regarding the mandatory implementation of the Updating Training on Basic Training – Personal Safety and Social Responsibility (BT-PSSR).

To ensure a smooth transition and maintain the global competitiveness of the Filipino maritime workforce, MARINA is providing clarity on deployment timelines, accreditation standards, and ethical training practices.

MARINA emphasizes that there is no immediate cause for alarm for those currently deployed or scheduled for deployment this year.

Current Validity: Seafarers holding a valid Basic Training – Certificate of Proficiency (BT-COP) may continue to board vessels until 31 December 2025.

Active-Duty Protection: Personnel currently on board or those embarking before the end of 2024 are not required to complete the update immediately.

Mandatory Deadline: Effective 01 January 2026, the Updating Training on BT-PSSR will become a mandatory requirement for all seafarers before boarding seagoing vessels.

Post-Deployment Provision: Seafarers returning from sea after the deadline may complete the required updating training upon disembarkation and before their next contract.

MARINA remains committed to protecting seafarers from fraudulent schemes and substandard education.

For Seafarers: Seafarers are strictly advised to enroll only in MARINA-accredited MTIs authorized to offer the specific BT-PSSR Updating Training. Engaging with unaccredited centers or “fixers” posing as training agents may lead to:

Non-recognition or immediate cancellation of certificates.

Disciplinary action or penalties for violation of MARINA rules.

Potential delays in future deployments.

For Maritime Training Institutions (MTIs): MARINA calls upon all accredited institutions to uphold the highest ethical standards. MTIs are directed to:

Provide clear and accurate guidance to seafarers regarding the necessity of the update.

Eliminate exploitative practices, including overcharging or “selling” slots for unfair fees.

Maintain the quality of instruction in accordance with STCW standards.

“Our priority is to ensure that our seafarers are compliant with international safety standards without facing unnecessary financial or administrative burdens,” stated the MARINA advisory board. “We urge all stakeholders to follow the official channels to maintain the integrity of the Philippine maritime sector.”
