ARTA unveils AI-powered complaint system and centralized digital dashboard to fast-track ease of doing business

Moving a step closer to the President’s vision of replacing “red tape with red carpet,” the Anti-Red Tape Authority (ARTA) officially conducted the onsite onboarding of government agencies to the Electronic Complaint Management System (eCMS) and the soft launch of the ART Dashboard on December 17–18, 2025, at the ARTA Transformation Hub.

The two-day event marked a significant milestone in the digitalization of Philippine bureaucracy, gathering representatives from national government agencies, local government units (LGUs), and government-owned and controlled corporations (GOCCs) to integrate into ARTA’s newest digital ecosystems.

In his opening remarks, ARTA Secretary Director General Ernesto V. Perez emphasized that these tools are not merely technological upgrades but are weapons against corruption.

“The ART Dashboard is the realization of our goal to simplify and digitalize complaint handling,” Secretary Perez stated. “It serves as a central platform to monitor the implementation of our digital programs and ensure agency compliance with the Ease of Doing Business Law. We are making the Philippines truly ready for business.”

Supporting this vision, Director Ferdinande Ramos, representing DICT Secretary Henry Aguda, noted that the success of these platforms relies on the “integrity, urgency, and collaboration” of public servants, aligning with the E-Government Act’s citizen-first mandate.

The launch, led by Senior Developer Engr. Jericho Labonete, showcased the comprehensive capabilities of the new platforms:

  • The ART Dashboard: A centralized data and analytics hub that consolidates various ARTA systems—including ARTEMIS, PBRIS, eCMS, and eBOSS—into a single interface. It allows for real-time monitoring of government performance and transparency, with full development slated for completion in 2026.

  • eCMS & “Talk to TALA”: The Electronic Complaint Management System features a 24/7 AI Complaint Officer named “Talk to TALA.” Integrated with the DICT Super eGov App, the system standardizes how complaints are handled across the country, ensuring no citizen concern goes unanswered.

To ensure seamless adoption, Engr. Ohmel Paguirigan led hands-on configuration sessions for agency workspaces. He guided Committees on Anti-Red Tape (CARTs) through the end-to-end complaint lifecycle, from initial filing to final resolution.

The event was attended by high-ranking officials, including ARTA Deputy Director General for Legal Geneses R. Abot and Deputy Director General for Operations Lea-Grace B. Salcedo, alongside DICT representatives and leaders from state universities and public hospitals.

This initiative is a core component of ARTA’s reform agenda under Republic Act No. 11032, aimed at modernizing public service and upholding the highest standards of accountability in the Philippine government.
