Philippines unveils “Three-Layer Strategy” for AI-ready government at Google Leader Exchange APAC 2025

Representing the Philippines’ ambitious digital agenda under the Marcos Administration, the Department of Information and Communications Technology (DICT) showcased its roadmap for a “Bagong Pilipinas” (New Philippines) at the Google Leader Exchange APAC 2025.

DICT Undersecretary and Chief of Staff Faye Condez-De Sagon led a fireside chat detailing how the Philippines is moving beyond basic digitization toward a future defined by Artificial Intelligence (AI) and inclusive connectivity.

Undersecretary Condez-De Sagon introduced the DICT’s comprehensive Three-Layer Strategy, a structural approach designed to transition the Philippine government from traditional bureaucracy to an AI-driven service provider.

Layer 1: The Foundation (Nationwide Connectivity) Through the National Fiber Backbone, the DICT is ensuring that the digital revolution reaches every province. This infrastructure serves as the essential bedrock for all subsequent digital services.

Layer 2: The Structure (eGovPH App) The eGovPH Super App centralizes government services into a single, user-friendly platform, eliminating silos and making public transactions more accessible to every Filipino.

Layer 3: The Intelligence (AI Integration). The final layer infuses intelligence into the system. By leveraging advanced tools such as Gemini and Google Workspace, the DICT aims to automate routine tasks, enabling civil servants to focus on delivering high-value public services.

During the exchange, Usec. Condez-De Sagon emphasized that technology is only as effective as the people who use it. She highlighted the DICT’s commitment to workforce upskilling, ensuring that government employees are not just users of AI, but experts in its ethical application.

“Our goal is to help government employees work smarter and faster,” said Usec. Condez-De Sagon. “By integrating AI responsibly, we ensure that public service remains transparent, fair, and secure, while significantly reducing processing times for our citizens.”

Furthering the country’s proactive stance, Assistant Secretary for Internal Systems and Emerging Technologies, Migui Planas, engaged in high-level dialogues with senior executives from across the Asia-Pacific region. Asec. Planas led discussions on actionable AI roadmaps and the evolution of the modern workplace, positioning the DICT as a regional leader in adopting emerging technologies.

The Philippine delegation’s presence at the Google Leader Exchange underscores President Ferdinand Marcos Jr.’s mandate to build a smarter, digital-first government. As the DICT continues to roll out its AI initiatives, the focus remains clear: ensuring that no Filipino is left offline and that the benefits of technological advancement are shared by all.
