The Maritime Industry Authority (MARINA) has officially assumed several regulatory functions for Maritime Higher Education Institutions (MHEIs) as part of the implementation of the MARINAβCHED Transition Plan, in line with Republic Act No. 12021, or the Magna Carta of Filipino Seafarers.
Effective January 1, 2026, MARINA will now process and issue Special Orders (SO) for Graduation. MHEIs are required to submit their applications through their respective MHEI MISMO accounts.
MARINA has also taken over the processing of permits to operate maritime programs. However, a moratorium remains in effect on the opening of new BSMT and BSMarE programs, and only applications for third-year permits will be processed.
In terms of program recognition, MARINA will handle the processing of government recognition for maritime programs, subject to the existing moratorium. Only one MHEI is expected to apply for government recognition.
Beginning 2026, MARINA will implement a two-year monitoring cycle for MHEIs, with the possibility of requesting CHEDβs participation in the monitoring activities.
For the National Merchant Marine Aptitude Test (NaMMAT), CHED will continue to administer the test for Academic Year 2025β2026. MARINA will assume responsibility for its conduct starting Academic Year 2026β2027.
Meanwhile, MARINA will conduct the verification of completed Onboard Training (OBT) requirements submitted by students, based on the validation, assessment, and approval carried out by MHEIs.
The transition aims to ensure a more streamlined, consistent, and quality-driven regulatory framework for maritime education in the Philippines.
