ARTA launches “ART Dashboard” and AI Assistant “TALA” to modernize public service and eliminate red tape

Under the directive of President Ferdinand R. Marcos Jr., the Anti-Red Tape Authority (ARTA), in collaboration with the Department of Information and Communications Technology (DICT), has officially launched the Anti-Red Tape (ART) Dashboard. This landmark initiative marks a new era of Accountability, Responsiveness, and Transparency in the Philippine government.

The ART Dashboard serves as a centralized digital ecosystem, integrating ARTA’s various monitoring systems into a single, unified platform. First previewed at the Ease of Doing Business Convention in November 2025 and soft-launched on December 17, 2025, the platform is designed to track compliance with the Ease of Doing Business Law (Republic Act 11032) in real-time.

The ART Dashboard consolidates several critical digital systems into one powerful hub for data and analytics, including:

  • ARTEMIS & PBRIS: For regulation information and management.

  • eBOSS: To streamline business licensing.

  • Report Card Survey (RCS): To measure citizen satisfaction.

  • eCMS: For electronic complaints management.

By integrating these tools, the government can now monitor complaint patterns and evaluate the performance of local government units (LGUs) and national agencies with unprecedented precision. Full development and nationwide optimization are targeted for completion in 2026.

At the heart of this digital transformation is TALA (Transparency, Accountability, and Law in Action)—a 24/7 AI-powered assistant embedded in Electronic Complaint Management System kiosks.

TALA is designed to make the government more accessible by:

  • Breaking Language Barriers: Utilizing advanced Natural Language Processing to interact with citizens in 17 local languages, including Ilocano, Bisaya, and Waray.

  • Eliminating Paperwork: Allowing citizens to file complaints and reports via voice and touch-based commands, effectively ending long queues.

  • Enhancing Efficiency: Reducing human error and providing agencies with real-time insights into service delivery bottlenecks. “AI is not a threat to human intellect, but a complement to it,” ARTA stated during the launch. “TALA ensures that every Filipino, regardless of their linguistic background, has a direct line to their government.”

While technology is the engine of this reform, ARTA emphasizes that the success of the Bagong Pilipinas vision relies on the integrity of public servants. ARTA calls on all government agencies to fully adopt these platforms, ensuring that data is accurate and citizen concerns are addressed with the utmost urgency.

The launch of the ART Dashboard and TALA represents a significant leap toward a citizen-centered, digital-first Philippines—positioning the nation as a regional leader in transparent governance and ease of doing business.
