The Bureau of Internal Revenue (BIR) on Tuesday, January 27, launched the Registered Business Enterprise Taxpayer Service (RBETS) to advance CREATE MORE reforms and further improve ease of doing business in the Philippines.
Under the law, RBETS provides centralized, end-to-end tax administration for registered business enterprises (RBEs), ensuring the uniform application of incentive rules while strengthening revenue protection.
This initiative is aligned with President Ferdinand R. Marcos, Jr.’s directive to enhance ease of doing business and promote inclusive and sustainable economic growth.
Finance Secretary Frederick Go, who championed the passage of the CREATE MORE Act during his tenure as Special Assistant to the President for Investment and Economic Affairs, underscored that the nationwide rollout of RBETS signals the Philippines’ readiness to welcome more investments and deliver supportive, responsive reforms.
RBETS is a specialized office within the BIR created to assist RBEs with tax compliance and ensure the prompt resolution of issues.
“This reduces fragmentation, promotes predictability, and gives both taxpayers and government a clear, common framework for compliance,” Secretary Go said in his speech during the ceremonial launch of RBETS.
The service will be staffed by revenue officers trained to navigate the specific complexities of RBE operations, providing expert guidance and support to priority industries.
Express Counters will be established in Revenue District Offices (RDOs) with more than 50 registered RBEs. Acting as “green lanes” or one-stop shops, these counters will enable RBEs to complete transactions efficiently without the need to move between offices.
In addition, 20 RBE Express Counters will be set up nationwide, particularly in key commercial and economic hubs, including Subic Bay Freeport Zone, Clark Freeport and Special Economic Zone, Makati, Taguig, Pasig, Muntinlupa, Quezon City, Bataan, Batangas, Cavite, Laguna, Pampanga, and Cebu.
“RBETS is a clear signal of the government’s commitment to enable businesses to thrive. It tells investors that: we hear you, we are improving, and we are ready to serve you better,” the Finance Secretary said.
Secretary Go also commended the BIR, led by Commissioner Charlito Mendoza, along with partner Investment Promotion Agencies (IPAs), for translating legislative intent into operational reform.
By streamlining tax administration for RBEs, the government is fostering a more business-friendly environment that supports investments, creates jobs, and strengthens the Philippine economy.
