DOLE chairs 2026 ECC governing board meeting, outlines bold agenda for worker protection and welfare

Strengthening the safety net for the Filipino workforce took center stage as the Employees’ Compensation Commission (ECC) convened its first Governing Board meeting of 2026. Presiding on behalf of Board Chairperson and Labor Secretary Bienvenido E. Laguesma, Department of Labor and Employment (DOLE) Undersecretary Felipe N. Egargo Jr. laid out a strategic roadmap focused on proactive protection and enhanced social security for workers nationwide.

The meeting served as a high-level forum to synchronize the efforts of the ECC and the Occupational Safety and Health Center (OSHC), ensuring that the twin pillars of prevention and compensation remain robust in an evolving labor market.

Under the guidance of Undersecretary Egargo, the Board reviewed and approved comprehensive plans aimed at bridging the gap between workplace hazards and worker recovery. Key initiatives for the year include:

  • EC Program Optimization: Streamlining the Employees’ Compensation (EC) Program to ensure faster processing of benefits for work-related contingencies.

  • Preventative Safety Initiatives: Scaling up the OSHC’s workplace safety training and compliance monitoring to reduce the incidence of occupational injuries.

  • Sustained Support Systems: Enhancing rehabilitation services for workers affected by work-related risks to facilitate their reintegration into the productive workforce.

The session featured detailed presentations from the heads of the ECC’s implementing arms. Executive Director Kaima Velasquez presented the ECC’s priority programs, emphasizing digital transformation in benefit claims. Concurrently, Engr. Jose Maria Batino, Executive Director of the OSHC, detailed new preventative frameworks designed to address emerging risks in high-growth industries.

The meeting’s success was underscored by the active participation of a multi-sectoral board, reflecting a unified front for labor welfare:

  • Workers’ Sector: Commissioner Allan Montano

  • Employers’ Sector: Commissioner Federico Marquez

  • Social Security Partners: Commissioner-Alternate Dennis Mas (PhilHealth) and Commissioner-Alternate Elvira Resare (SSS).

“Our goal for 2026 is not just to respond to workplace accidents, but to foster a culture where safety is inherent and support is seamless,” stated Undersecretary Egargo. “Through the collaboration of the ECC, OSHC, and our social security partners, we are ensuring that no Filipino worker is left behind when facing work-related challenges.”

As the ECC moves forward into 2026, it remains committed to its mandate of providing a meaningful package of public services and benefits for the Philippine workforce.
