BOC Chief unveils bold 2026 strategy: Emphasizing integrity, modernization, and border security

Commissioner Ariel F. Nepomuceno opened the Bureau of Customs (BOC) 2026 fiscal year with a clear mandate for the nation’s collection districts: accelerate modernization, uphold strict accountability, and exceed revenue targets to fuel national development.

During the first Collectors’ Conference of the year, Commissioner Nepomuceno outlined a strategic roadmap designed to align the Bureau with President Ferdinand R. Marcos Jr.’s agenda for transparent and efficient governance.

Addressing the agency’s leadership, Commissioner Nepomuceno emphasized the importance of a culture of mutual support and high performance. “This conference is our first step for the year to pursue our common mission of delivering the targets starting this month alongside the reforms,” said Commissioner Nepomuceno. “Perform well, and I will support you, because your success is my success and the success of the entire Bureau.”

The Commissioner’s priority framework is anchored on three pillars:

  1. Integrity: Eliminating corruption and fostering public trust.

  2. Accountability: Ensuring every official is responsible for their district’s performance.

  3. Modernization: Utilizing technology to streamline trade facilitation and border protection.

A highlight of the conference was the recognition of top-performing collection districts that demonstrated exceptional efficiency in the final months of 2025.

Exceeded November 2025 Targets NAIA, Batangas, and Clark

District Collector Atty. Yasmin O. Mapa of the Ninoy Aquino International Airport (NAIA), who hosted the event, underscored the importance of turning high-level policy into ground-level results. “We reaffirm our shared commitment to strengthening the core processes of our agency… moving us toward a world-class customs administration,” she stated.

The Bureau is set to implement a data-driven approach to customs operations throughout 2026. Key focus areas include:

  • Enforcement Coordination: Intensifying measures to safeguard borders against illicit trade.

  • Policy Reforms: Streamlining processes to support lawful trade and economic stability.

  • Best Practices: Adopting institutional successes from top-performing ports across all districts.

As the BOC moves forward, it remains dedicated to its role as a pillar of national economic strength, ensuring that every transaction is transparent, every border is secure, and every collector is empowered to succeed.
