OTS and PAL strengthen security synergy for ASEAN 2026 and Chinese new year peak

In a proactive move to fortify the nation’s gateways, the Office for Transportation Security (OTS) convened with high-ranking executives from Philippine Airlines (PAL) on Tuesday, January 27, 2026. Led by OTS Administrator Undersecretary Gilberto D.C. Cruz, the meeting focused on synchronizing security protocols for the upcoming ASEAN 2026 hosting and the imminent travel surge of the Chinese New Year season.

The high-level dialogue aligns with the directive of President Ferdinand “Bongbong” Marcos Jr. to deepen public-private partnerships, ensuring that national security policies translate into efficient, world-class public service.

With the Philippines taking center stage for ASEAN 2026, Usec. Cruz emphasized that “proactive planning and seamless coordination” are non-negotiable. The discussion centered on three primary pillars:

  • Robust Civil Aviation Security: Enhancing surveillance and threat detection protocols.

  • Operational Efficiency: Optimizing screening checkpoints to prevent bottlenecks during peak hours.

  • Integrated Response: Establishing real-time communication channels between the government and the flag carrier to address security contingencies. “Our goal is to elevate the Philippines’ standing as a premier, secure destination for global events,” said Usec. Cruz. “By aligning with PAL, we ensure that every delegate and tourist experiences a journey that is as safe as it is seamless.”

Guided by the strategic vision of Department of Transportation (DOTr) Secretary Giovanni Lopez, both the OTS and PAL reaffirmed their commitment to boosting traveler confidence. As the Chinese New Year approaches, the agencies are preparing for a significant uptick in both domestic and international traffic, prioritizing “safe, smooth, and comfortable” airport environments.

The collaborative session included a veteran leadership team from Philippine Airlines, ensuring all facets of flight and ground security were addressed:

  • Capt. Teddy Quinzon, PN (Ret) – VP for Security

  • Mr. Matthew Tamara – VP for Ground Operations

  • Mr. Alfred Adriano – VP for Airport Operations
