The Bureau of Customs (BOC) has officially launched the World Customs Organization (WCO) Mission on the Authorized Economic Operator (AEO) Program, marking a decisive step in the agency’s mission to modernize trade and fortify supply chain security.
The mission is part of the WCO Accelerate Trade Facilitation Programme and is spearheaded by BOC Deputy Commissioner Agaton Teodoro O. Uvero. The initiative brings together WCO technical experts, representatives from the Japan International Cooperation Agency (JICA), and key BOC officials to refine the country’s trade framework.
Currently focused on importers and exporters, the AEO Program is slated for a significant expansion. The five-day mission aims to transition the program into a more inclusive ecosystem that includes:

Deputy Commissioner Uvero emphasized that the mission’s primary goal is to finalize the AEO Validation Standard Operating Procedure (SOP). This involves intensive capacity building for BOC validators and real-world testing through site visits to pre-accredited companies in Manila and Parañaque. “This mission is a significant leap toward a more competitive Philippine trade environment,” said Deputy Commissioner Uvero. “By refining our validation processes, we ensure that our local businesses can meet global security standards while enjoying faster, more predictable customs clearances.”
The expansion of the AEO Program aligns with the national administration’s agenda to improve the Ease of Doing Business. By streamlining procedures and reducing trade costs, the BOC aims to:
