BIR and Philippine Chamber of Cooperatives, Inc. (PCCI) strengthen partnership to streamline tax compliance

In a move to foster a more transparent and cooperative tax environment, Commissioner of Internal Revenue Charlito Martin R. Mendoza recently met with key leaders from the Philippine Chamber of Cooperatives, Inc. (PCCI). The high-level meeting focused on addressing the unique tax-related challenges faced by the cooperative sector and aligning on new administrative reforms.

The PCCI delegation, led by Chairperson Noel D. Raboy and Secretary General Edwin Bustillos, formally expressed its support for the Bureau of Internal Revenue’s (BIR) latest audit reforms. Central to these discussions was the BIR D.A.R.E.S. initiative—a program designed to enhance transparency, efficiency, and fairness across the nation’s tax administration.

While pledging support for the Bureau’s modernization, PCCI officials highlighted specific hurdles cooperatives encounter, particularly regarding:

  • Audit Procedures: Navigating the complexities of official examinations.

  • Compliance Requirements: Streamlining documentation to better fit the cooperative business model.

  • Sector-Specific Recommendations: Proposals to ensure tax regulations remain equitable for small and large cooperatives alike.

Commissioner Mendoza reaffirmed the BIR’s commitment to providing a supportive environment for the sector through sustained dialogue and enhanced tax education. “Our goal is to ensure that cooperatives—as vital drivers of local economies—have the clarity and support they need to remain compliant while they grow,” the Commissioner noted.

The meeting concluded with both parties committing to a strengthened collaborative partnership, ensuring that the voices of the cooperative sector are integrated into future policy discussions.
