The Regional Forum on the Effective Implementation of the STCW Convention and its Code centered on strengthening safeguards for seafarers and advancing inclusive governance within maritime administrations.
On the second day, February 18, of the Forum held in Manila, representatives discussed the STCW Code amendments on violence and harassment at sea, emphasizing that preventing abuse on board is a shared responsibility and key to ensuring safety, dignity, and respect for all seafarers. The session highlighted that creating a culture where crew members feel valued not only protects their well-being but also improves ship performance.
The session also revolved around the Philippines’ implementation of the amendments to Section A-VI/1-4 on Personal Safety and Social Responsibilities, with confidence expressed that other maritime administrations represented in the forum had likewise been advancing these reforms in line with global standards.
The forum then transitioned to discussions on gender mainstreaming in maritime administration. The session emphasized that gender mainstreaming is essential to promoting equality, improving women’s representation, and addressing systemic barriers in the maritime sector. The panel discussed the importance of inclusive policies, equal access to training, mentorship programs, and expanded leadership opportunities to ensure gender-responsive maritime governance.
As part of the program, delegates also participated in a technical tour to two maritime training institutions where they have seen the training facilities and simulation capabilities supporting the development of competent and future-ready seafarers.
