Philippines showcases digital certification leadership at IMO HTW 12 in London

The Philippines, represented by the Maritime Industry Authority (MARINA), presented a landmark update on the future of digital seafarer certification during the 12th Session of the Sub-Committee on Human Element, Training and Watchkeeping (HTW 12) at the International Maritime Organization (IMO) in London.

In a joint presentation with the International Chamber of Shipping (ICS) titled “ISF Verify Initiative Update: A Global Solution for Digital Seafarer Certification,” the Philippines detailed its successful implementation of digital systems designed to enhance the global mobility and security of maritime professionals.

Mr. Herbert V. Nalupa, representing the Philippine delegation, shared the nation’s progress in issuing digital certificates through the MARINA Integrated Seafarers Management Online (MISMO) System. He framed the initiative as a “proof of concept” focused on technical viability and the direct improvement of seafarer career prospects.

Key highlights of the Philippine digital framework include:

  • Data Sovereignty: MARINA has instituted a comprehensive regulatory framework ensuring that seafarers’ personal information remains protected under Philippine law and within national jurisdiction.

  • Real-Time Verification: Rather than exporting sensitive data, the ISF Verify platform performs real-time queries directly with the MISMO system, ensuring secure, instant authentication.

  • User-Centric Design: Rigorous testing with licensed crewing agencies and seafarer networks resulted in high praise for the system’s interface and automated renewal notifications.

The collaboration with the ISF Verify initiative is a strategic move to assess the regulatory requirements for a unified, global digital certification system. By streamlining the verification process, the Philippines aims to reduce administrative burdens and eliminate the risk of fraudulent documentation.

“The Philippines is already implementing digital certification as part of our commitment to innovation,” stated Mr. Nalupa. “We are now ready to collaborate with other maritime administrations to share best practices and help set the global standard for digital transformation.”

Through its active participation in HTW 12, the Philippines reaffirms its position as a leading maritime nation dedicated to the advancement, regulatory compliance, and competitiveness of Filipino seafarers in the global fleet.
