BOC strengthens port efficiency and capacity management through stakeholder collaboration

To ensure the continued efficiency of national gateways and proactively manage future trade demands, the Bureau of Customs (BOC) recently convened a high-level coordination meeting with key government agencies and maritime industry leaders.

Presided over by Customs Commissioner Ariel F. Nepomuceno, the session focused on aligning strategies and strengthening inter-agency coordination to guarantee seamless cargo flow at the Manila International Container Port (MICP) and the Port of Manila (POM).

The meeting brought together a “who’s who” of the maritime and logistics sector to address operational pressures before they escalate. Commissioner Nepomuceno emphasized that maintaining a globally competitive trade environment requires data-driven solutions and shared planning.

“Our objective is to sustain efficient operations through early coordination and practical solutions that support both government oversight and industry growth,” said Commissioner Nepomuceno. “Continuous dialogue allows us to anticipate peak-period pressures and ensure our processes remain responsive.”

The discussions centered on several pillars of port management designed to prevent bottlenecks and modernize service delivery:

  • Forecasting & Planning: Strengthening mechanisms to predict cargo surges and prepare for various operational scenarios.

  • Process Streamlining: Refining the implementation of customs procedures, specifically focusing on cargo release and dwell time policies.

  • Real-Time Monitoring: District Collectors provided updates on current yard utilization levels at POM and MICP to ensure all stakeholders have a transparent operational picture.

  • Contingency Readiness: Establishing a framework for prompt action during high-volume periods to maintain steady trade flow.

The meeting saw active participation from top executives representing:

  • Government Agencies: Philippine Ports Authority (PPA), Maritime Industry Authority (MARINA).

  • Terminal Operators: International Container Terminal Services, Inc. (ICTSI), Asian Terminals Inc. (ATI).

  • Industry Associations: Association of International Shipping Lines (AISL), Alliance of Container Yard Operators of the Philippines (ACYOP).

Industry leaders expressed their full support for the BOC’s initiatives, noting that consistent data-sharing is vital for sustaining the smooth movement of goods.

These collaborative efforts align with the vision of President Ferdinand R. Marcos Jr. to modernize government services and promote the Ease of Doing Business. By reinforcing yard management and transparency, the BOC continues its commitment to safeguarding trade facilitation and supporting the nation’s economic growth.

Commissioner Nepomuceno concluded by proposing regular coordination meetings, underscoring that efficient port operation is a shared responsibility requiring prompt, collective action.
