PH and South Korea bolster strategic partnership with landmark agreements across key sectors

President Ferdinand R. Marcos Jr. and President Lee Jae Myung of the Republic of Korea (ROK) formalized a new era of bilateral cooperation on Tuesday, overseeing the signing of ten pivotal Memoranda of Understanding (MOUs) during a State Visit at Malacañan Palace.

The high-level meeting follows the 2024 elevation of Philippines-ROK relations to a Strategic Partnership, signaling a commitment to deeper integration in defense, technology, and economic development. “We have concluded a number of agreements… which will sustain the momentum of the Philippines-ROK Strategic Partnership for the future,” President Marcos stated during a joint press conference, highlighting the diverse scope of the cooperation.

The signed agreements span a broad spectrum of national interests, categorized into five primary pillars:

Technology & Digital Digital cooperation, ICT innovation, and digitalization programs.
Defense & Security Procurement of defense materials, veterans affairs, and police cooperation.
Economy & Trade Trade, investment, and the protection of intellectual property.
Agriculture Modernization and collaborative agricultural practices.
Culture & Education Korean language training in Philippine schools and cultural exchange programs.

The ceremony witnessed the exchange of the following MOUs between Philippine department heads and their South Korean counterparts:

  1. Digital Cooperation: DICT and the ROK Ministry of Science and ICT.

  2. Innovation Program: DEPDev and the ROK Ministry of Foreign Affairs.

  3. Defense Procurement: An amendment to the existing arrangement between the DND and the ROK Defense Acquisition Program Administration.

  4. Veterans Affairs: Cooperation between the DND and the ROK Ministry of Patriots and Veterans Affairs.

  5. Agriculture: Collaborative efforts between the DA and the ROK Ministry of Agriculture, Food, and Rural Affairs.

  6. Economic Cooperation: Trade and investment MOU between the DTI and the ROK Ministry of Trade, Industry, and Resources.

  7. Intellectual Property: Reinforced cooperation between the DTI and the ROK Ministry of Intellectual Property.

  8. Education: Special Program in Foreign Language (Korean) between DepEd and the ROK Ministry of Education.

  9. Cultural Exchange: MOU between the NCCA and the ROK Ministry of Culture, Sports, and Tourism.

  10. Law Enforcement: Police cooperation between the PNP and the Korean National Police Agency.

The visit underscores the shared history between the two nations and a mutual vision for a technologically advanced and secure Indo-Pacific region.
