Fresh off the momentum of the Republic of Korea (ROK) President’s State Visit, the Intellectual Property Office of the Philippines (IPOPHL) welcomed a high-level delegation from the newly inaugurated Ministry of Intellectual Property (MOIP) of Korea to fast-track a new era of bilateral innovation.
Minister Kim Yong Sun and senior MOIP officials met with IPOPHL leadership to outline the immediate implementation of the Memorandum of Understanding (MOU) on Reinforced Cooperation in the Field of Intellectual Property. This landmark agreement was officially signed on March 3–4, 2026, as a key component of the diplomatic and economic exchange between the two nations.
The 2026 MOU represents a significant “level-up” from the previous 2022 agreement. This evolution was necessitated by South Korea’s restructuring of its innovation landscape, which saw the Korean Intellectual Property Office (KIPO) elevated to the Ministry of Intellectual Property (MOIP) in October 2025.
By upgrading the partnership to a ministerial level, both nations signal that intellectual property is no longer just a technical matter, but a cornerstone of national economic strategy.
The delegation discussed a comprehensive roadmap focusing on four critical pillars designed to empower Filipino and Korean creators alike:

IP Human Resource Development: Specialized training programs to cultivate a new generation of IP experts and practitioners.

Enforcement Excellence: Collaborative strategies to combat counterfeiting and piracy in an increasingly digital global market.

Commercialization Support: Bridging the gap between a brilliant idea and a market-ready product, ensuring that innovators can successfully monetize their assets.

IT Infrastructure & Digital Transformation: Leveraging South Korea’s technological prowess to modernize IP filing systems and data management. “This partnership is a testament to the shared vision of the Philippines and South Korea,” said the IPOPHL leadership. “With KIPO’s elevation to a Ministry, we are gaining a partner with broader influence and deeper resources, ensuring our local innovators have a direct bridge to one of the world’s most advanced IP ecosystems.”
