The Department of Trade and Industry (DTI) has added five glass products to the Bureau of Philippine Standards (BPS) mandatory certification list, raising the total number to 113 regulated products. The measure aims to strengthen consumer protection by ensuring glass products meet safety and quality standards.
Among the newly regulated items under Memorandum Circular No. 26-01, Series of 2026 are flat glass, heat-strengthened and fully tempered flat glass, laminated safety glass, laminated glass, and bent glass.
Starting April 2026, technical regulations for glass products will take effect, requiring manufacturers to secure PS licenses. Subsequently, enforcement against non-compliant products will begin 12 months later, in April 2027.
Aside from the newly added glass products, the mandatory certification list covers items across several categories, including electrical and electronic devices, building and construction materials, and chemical and other consumer products.
Following President Ferdinand Marcos Jr.’s directive to strengthen consumer protection and uphold high product quality standards, DTI-BPS reminds consumers to check for the Philippine Standard (PS) License Mark or Import Commodity Clearance (ICC) Sticker on products under mandatory certification.
These certification marks indicate that items have passed the required conformity assessment and comply with national standards, ensuring they are safe and reliable for use in homes, buildings, and infrastructure.
To date, a total of 14 PS licenses have already been issued to local and foreign manufacturers of glass products.
Under the BPS certification process, products covered under Mandatory Certification must comply with the applicable Philippine National Standards (PNS) and secure either a PS License for locally manufactured products or an Import Commodity Clearance (ICC) for imported products prior to distribution in the Philippine market.
As the national standards body, the DTI-BPS is mandated to develop, promulgate, and implement standards for all products in the Philippines.
