President Marcos Jr. orders streamlined aid distribution for seniors

President Ferdinand R. Marcos Jr. has directed government agencies to overhaul the distribution of assistance to senior citizens, emphasizing a shift toward digital efficiency and the immediate cessation of using aid events for political self-promotion.

In his latest video blog, BBM VLOG 278: Sagot sa Polisiya, the President responded to public frustration regarding the current “ayuda” system, where elderly beneficiaries are often required to wait in crowded venues and listen to lengthy speeches by local officials before receiving their benefits.

The President took a firm stand against the practice of using national government programs as a platform for political campaigning.

“For programs funded by the national government, speeches and other forms of ‘pang-epal’ before distribution are no longer allowed,” President Marcos stated. “Government services must not be used for politicking or self-promotion.”

The Chief Executive reminded officials that existing policies, including Department of the Interior and Local Government (DILG) memorandum circulars and provisions in the General Appropriations Act (GAA), already prohibit the politicization of public funds and services.

To improve the dignity and ease of the distribution process, the administration is focusing on two primary areas:

  • Digitization of Payments: The government is exploring digital wallets (e.g., GCash) and banking transfers to send funds directly to beneficiaries. The President cited Makati City’s digital model as a successful example that other LGUs should study and emulate.

  • Door-to-Door Delivery: In response to suggestions to utilize Barangay offices for direct home delivery, the President expressed support for logistics that minimize the physical burden on the elderly.

  • Removal of Bureaucratic Delays: The goal is to eliminate the requirement for seniors to congregate in courts or public halls for hours, ensuring aid reaches them “without the need to listen to long-winded speeches.”

President Marcos emphasized that as the national government transitions to a more digitized framework, the speed of delivery will naturally improve. By removing the “human element” of political interference, the administration aims to make social protection programs more transparent and respectful of the citizens they serve.

“If the aid comes from the national government, it should be fast,” the President concluded. “You shouldn’t have to endure a politician’s introduction just to get what is rightfully yours.”
