MARINA and BSM Philippines ink partnership to drive green maritime transition and seafarer welfare

The Maritime Industry Authority (MARINA) and Bernhard Schulte Shipmanagement International (Philippines) Corp. entered into a memorandum of understanding (MOU) on March 17, 2026, marking a pivotal shift toward a more sustainable and human-centric maritime sector.

The signing ceremony, held at the MARINA Central Office, establishes a framework for collaboration on environmental sustainability, advanced safety protocols, and the mental health wellness of Filipino seafarers. As the industry faces mounting pressure to decarbonize, this partnership positions the Philippines—a global leader in seafaring labor—at the forefront of the “green” maritime revolution.

The MOU outlines a roadmap for the adoption of innovative technologies designed to reduce the industry’s carbon footprint. Key focus areas include:

  • Green Fuel Integration: Specialized training for the handling and operation of alternative fuels, such as methanol.

  • Energy Efficiency: Research and implementation of emission reduction measures and renewable energy applications.

  • Regulatory Frameworks: Joint development of policies that balance environmental goals with maritime safety.

Beyond technology, the partnership places a heavy emphasis on the “human element.” The initial year of the agreement will see the rollout of several critical initiatives:

  • Mental Health Advocacy: Development of a dedicated course to bolster the resilience and well-being of crew members.

  • Capacity Building: “Training of Trainers” for the revised Personal Safety and Social Responsibilities (BT-PSSR) curriculum.

  • Knowledge Transfer: BSM will provide learning facilities and technical training for MARINA personnel to ensure regulators stay ahead of industry trends. “Through this MOU, MARINA and BSM aim to support the green transition while ensuring that the welfare, competence, and resilience of seafarers remain at the center of this transformation,” said MARINA Administrator Sonia B. Malaluan.

Guengoer Ates, BSM Group Representative, echoed this sentiment, noting that the maritime sector is entering a new era. “Partnerships like this are essential as our industry navigates a period of profound transformation defined by sustainability and stronger collaboration between industry and regulators.”

The agreement was signed by Administrator Sonia B. Malaluan and Mr. Guengoer Ates. The ceremony was witnessed by Executive Director Samuel L. Batalla of the STCW Office and Capt. Adrien S. Luntao, Training Director of BSM Maritime Training Centre Philippines, Inc.
