PNR implements energy conservation and flexible work schemes in support of national efficiency drive

The Philippine National Railways (PNR) announced the formal implementation of Office Order No. 31, Series of 2026, a comprehensive directive aimed at drastically reducing the agency’s carbon footprint and energy expenditure.

This move comes in direct response to Memorandum Circular No. 114, issued by President Ferdinand R. Marcos Jr., which mandates all government agencies to lead by example in the country’s intensified energy efficiency campaign.

The new PNR directive introduces rigorous protocols designed to optimize resource management across all administrative and operational hubs. Key measures include:

Standardized Consumption Cuts: Target reductions in electricity and fuel usage across all PNR facilities and locomotive operations.

Digital-First Coordination: Virtual meetings are now the default mode for internal and inter-agency coordination to minimize travel-related energy costs.

Fleet & Resource Optimization: Departments are tasked with enhancing vehicle fleet efficiency and maximizing natural lighting and ventilation in office spaces to reduce reliance on HVAC systems.

Essential Travel Only: Strict vetting of official travel to ensure that fuel and transport resources are reserved for mission-critical functions.

Modernizing the Workforce: The Four-Day Week

To further drive energy savings while maintaining high service standards, PNR is transitioning its workforce to a flexible work arrangement (FWA).

Under this scheme, eligible personnel will adopt a compressed four-day onsite workweek. Additionally, specific departments will utilize work-from-home (WFH) arrangements where feasible. These changes aim to reduce the daily energy load of PNR office buildings and decrease the commuting frequency of employees, contributing to a broader reduction in national fuel demand.

We are streamlining our tracks for a greener future.”

PNR reassures the riding public that these internal energy measures will not affect train schedules or commuter services. Frontline operations and maintenance teams will continue to operate on schedules that prioritize the safety and reliability of the rail system.
