In a decisive move to counter rising fuel prices and stabilize the cost of basic commodities, the Philippine Ports Authority (PPA) announced the implementation of a ₱1.00 Ro-Ro Terminal Fee (RRTF) for vehicles transporting essential agricultural products.
Under Administrative Order No. 003-2026, the “PISO RRTF” policy aims to streamline the movement of farm-to-market goods and reduce the logistics burden on farmers and transport operators. The discounted rate effectively lowers operating costs, with estimates suggesting the reduction provides a relief equivalent to a ₱5.00 per liter saving on fuel for every 100 liters consumed.
“The decreased Ro-Ro Terminal Fee will help in lowering the operating costs of owners or drivers of vehicles carrying agricultural products,” said Transportation Secretary Giovanni Lopez. “Kailangang makabiyahe ang mga produkto kahit mataas ang presyo ng krudo. Ginawa nating piso na lang ang RORO terminal fee para patuloy ang biyahe ng mga essential goods.”
The ₱1.00 fee applies exclusively to Ro-Ro vehicles transporting raw and unprocessed agricultural goods, including rice, corn, fruits, vegetables, fishery products, and live poultry or livestock. The policy covers the following vehicle classifications:

Type 3: Light delivery trucks, vans, and pick-up trucks.

Type 4: Heavy delivery trucks.
Processed goods are not covered under this specific administrative order.
The PISO RRTF will remain in effect for an initial period of six months, subject to extension or adjustment based on prevailing fuel prices and economic impact.
PPA General Manager Jay Santiago emphasized that the initiative is designed to provide direct relief to the Filipino consumer. “Our goal is to make sure food can move quickly from farms to markets and remain affordable. This move directly reduces the transport costs for essential goods,” Santiago stated.
PPA Port Management Offices (PMOs), in coordination with terminal and cargo handling operators, will strictly monitor the implementation. To ensure eligibility, transport providers must present valid cargo declarations and vehicle documents for inspection.
The PPA issued a stern warning against abuse of the policy: False declarations will result in a penalty of double the regular RRTF, in addition to potential administrative, civil, or criminal charges.
The PPA remains committed to modernizing port efficiency and rolling out practical measures to support the national supply chain during challenging economic periods.
