In response to the directive of President Ferdinand R. Marcos Jr. to prioritize the welfare of Overseas Filipino Workers (OFWs) affected by the ongoing Middle East crisis, the Pag-IBIG Fund (Home Development Mutual Fund) has officially approved a special benefits package designed to provide immediate financial relief to repatriated members.
The package allows qualified OFWs to access their hard-earned savings ahead of maturity and provides a reprieve from housing loan obligations as they reintegrate into life in the Philippines.
Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, who chairs the Pag-IBIG Fund Board of Trustees, emphasized that these measures are part of a unified government effort to support displaced workers.
“Alinsunod sa direktiba ni Pangulong Marcos Jr. upang maibsan ang epekto ng gyera sa ating mga OFWs, maaari nang ma-access ng ating mga bayaning OFWs ang kanilang Pag-IBIG Fund savings kung kakailanganin nila ngayon,” Secretary Aliling stated. “This is Pag-IBIG Fund’s contribution to the President’s whole-of-government approach to helping our heroes.”
The special package offers three primary pillars of support to help families meet urgent household expenses:

Early Withdrawal of Regular Savings: Qualified members may withdraw up to 100% of their Pag-IBIG Regular Savings (including employee and employer shares plus dividends), waiving the standard 20-year maturity requirement.

Early Withdrawal of MP2 Savings: Members may withdraw up to 100% of their Modified Pag-IBIG II (MP2) Savings, including earned returns, before the typical 5-year maturity period.

Housing Loan Moratorium: Borrowers may avail of a 3-month moratorium on housing loan payments. This period is free from interest and penalties, with the loan term automatically extended by three months to provide “breathing room” for recovery.
As of February 2026, Pag-IBIG Fund recorded 891,427 registered OFW members in the Middle East—specifically in Saudi Arabia, Qatar, the United Arab Emirates, and Kuwait. Among them are 86,234 MP2 savers and 40,024 housing loan borrowers who stand to benefit directly from these relief measures.
Pag-IBIG Fund Chief Executive Officer Marilene Acosta assured members that the application process will be fast and accessible. To support the Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) in their reintegration efforts, Pag-IBIG has modernized the application path:

Online Applications: Available 24/7 via the Virtual Pag-IBIG portal.

On-site Support: Over 200 branches, dedicated OFW Centers, and service offices are ready to assist.

Operating Hours: Office-based branches operate Monday to Friday; mall-based branches operate Tuesday to Saturday.
“Our goal is to make sure that qualified OFW members can turn to Pag-IBIG Fund for immediate and practical support as they recover,” Acosta said.
