Demonstrating an unyielding stance against economic sabotage, the Bureau of Customs (BOC) Port of Zamboanga successfully facilitated the condemnation of seized and forfeited cigarettes with an estimated market value of ₱266.06 million.
The destruction, carried out at the Virgo 8 Tech and Waste Management Services facility in Barangay Manicahan, marks one of the region’s largest enforcement actions this year. The activity targeted a total of 5,069 master cases, 2,620 reams, and 32 packs of assorted contraband.
The event was led by BOC Enforcement Group Deputy Commissioner Nolasco K. Bathan and Port of Zamboanga District Collector Elenita A. Abaño. In a keynote message delivered by Deputy Commissioner Bathan on behalf of Commissioner Ariel F. Nepomuceno, the Bureau emphasized that this activity extends beyond simple waste management.
“This is not merely the destruction of illegal goods; it is a decisive act of governance,” stated Commissioner Nepomuceno. “Smuggling erodes government revenue, undermines fair competition, and exposes consumers to unregulated products. Goods entering the country outside the bounds of law have no place in the Philippine market.”
The contraband was seized following various enforcement operations for violations of the Customs Modernization and Tariff Act (CMTA)—specifically Sections 1113 and 1145—and in alignment with Republic Act No. 12022, also known as the Anti-Agricultural Economic Sabotage Act.
District Collector Abaño noted that the destruction was conducted in strict compliance with Order of Condemnation No. 03-2026. She highlighted the “whole-of-government” approach required to secure such a significant seizure:

Inter-Agency Synergy: Acknowledgment was given to the Philippine Navy and partner law enforcement units for their roles in the initial interceptions.

Accountability: The condemnation was witnessed by representatives from national and local government agencies to ensure full transparency during the disposal process.

Public Safety: Destruction was expedited for goods that had deteriorated during storage to prevent any risk of these illicit products reaching the public.
The Port of Zamboanga remains resolute in its mission to protect the nation’s borders and secure government revenues. This massive condemnation serves as a clear warning to smugglers: the Bureau of Customs is vigilant, unyielding, and fully equipped to dismantle unlawful trade networks.
