The Maritime Industry Authority (MARINA) and the Philippine Coast Guard (PCG) officially solidified a landmark partnership through the signing of a memorandum of agreement (MOA) at the PCG National Headquarters.
This strategic alliance is designed to harmonize maritime law enforcement with regulatory oversight, ensuring a safer and more transparent maritime sector.
The ceremony was presided over by PCG Commandant Admiral Ronnie Gil L. Gavan and MARINA Administrator Sonia B. Malaluan.
The MOA establishes a robust framework for addressing fraudulent and improper practices within the industry. Crucially, the agreement targets not only external maritime entities but also internal integrity, providing a mechanism to investigate MARINA personnel who may be involved in corrupt practices.
“I am confident that the outcomes of this partnership will demonstrate actual synergy between MARINA and the PCG,” stated Administrator Malaluan. “The limitations of MARINA in areas such as criminal investigation and the entrapment of illegal operations will be complemented by the PCG’s resources and expertise.”
By aligning their respective strengths, the two agencies aim to close loopholes that have historically hindered enforcement. The partnership focuses on several critical pillars:

Joint Law Enforcement: The PCG will spearhead field operations, including arrests and the filing of criminal cases. MARINA will serve as the technical lead, providing expertise on vessel registration and administrative certifications.

Coordinated Investigations: For complex cases, the agencies will deploy joint investigation teams to combine operational intelligence with technical regulatory data.

Data-Driven Governance: A new information-sharing system will be established to exchange real-time data on vessel operations and crew details. This system will be fully compliant with the Data Privacy Act of 2012 to ensure secure and ethical intelligence-driven enforcement.

Capacity Building: The agreement mandates joint training programs to ensure personnel from both agencies are aligned on the latest safety standards and legal protocols.
This collaboration marks a transition toward a more integrated maritime governance framework.
