BOC launches comprehensive integrity action plan to combat corruption

The Bureau of Customs (BOC), under the leadership of Commissioner Bienvenido Y. Rubio, has begun rolling out an updated Integrity Action Plan (IAP) across all its offices and collection districts. This strategic framework is aimed at combating corruption, upholding ethical standards, and driving institutional reforms while ensuring alignment with international best practices.

Supported by the World Customs Organization (WCO) through its Accelerate Trade Facilitation Programme, the IAP is continuously monitored and updated to reinforce the BOC’s commitment to integrity and good governance. Serving as a comprehensive guide for integrity initiatives, the IAP reflects the core principles of the WCO’s Revised Arusha Declaration. The plan includes specific deliverables and actionable steps, which have been revised by the BOC’s Integrity Working Group (IWG) based on insights from prior diagnostic assessments and the results of an internal analysis of corruption risks and mapping.

Key Objectives of the Integrity Action Plan (IAP)

The IAP is designed to reinforce compliance with anti-corruption laws, enhance transparency, and modernize customs operations. It also strengthens audit and investigative mechanisms, ensuring consistent enforcement and policy implementation. The introduction of stricter compliance measures will help prevent illicit trade and customs fraud, thereby reinforcing the BOC’s legal foundations for accountability and good governance.
