DTI weighs tax perks for USD560-M waste-to-energy project in Smokey Mountain landfill

The Department of Trade and Industry is assessing the eligibility of the Japanese firm Kanadevia Corporation and Phil Ecology Systems Corporation’s (PHILECO) USD560-million  new waste-to-energy (WtE) project at the Smokey Mountain landfill in Metro Manila.

In a statement, the Department of Trade and Industry quoted Secretary Cristina A. Roque saying the agency will assess Kanadevia’s eligibility for fiscal and non-fiscal incentives under the CREATE More Law, and other investment-related promotion programs.

“We see this project as a strategic convergence of foreign investment, environmental innovation, and inclusive development. It is a testament to the Marcos administration’s whole-of-government approach in delivering transformative solutions that benefit both our economy and our people,” said Roque.

Set to rise at the former Smokey Mountain landfill, the project will significantly reduce landfill dependence by as much as 90 percent, and bolster flood mitigation efforts, directly improving the quality of life for communities in the capital by thermally treating 3,000 metric tons of non-recyclable municipal and industrial waste daily to produce up to 100 MW of clean energy.

President Marcos together with Presidential Adviser on Investment and Economic Affairs Frederick D. Go and DTI Secretary Cristina A. Roque discussed the project with the Japanese company officials on June 20, 2025. It said that the project is expected to create 1,000 jobs.

With a global record of 1,575 WtE plants built to date, Kanadevia’s entry into the Philippine market contribute to the country’s national solid waste modernization goals, offering long-term socio-economic advantages through employment and green technology transfer.

Adopting a whole-of-government approach, the DTI is committed to facilitate the strategic infrastructure project to achieve the Marcos administration’s goal of building a greener, smarter, and more resilient Bagong Pilipinas.

At present, Kanadevia, in partnership with Toyo Construction and IHI Construction Service, is undertaking the rehabilitation of the Pasig-Marikina River which is slated for completion by January 2030.
