More than half of the Filipino population, 53%, are now satisfied with the performance of the Philippine Senate, according to the latest nationwide survey conducted by Pulse Asia in June 2025. This marks a significant 8-percentage point increase from the 45% approval recorded in March 2024, reflecting growing public confidence in the legislative body.
The survey results indicate a broad-based surge in approval across various demographics. The number of Filipinos undecided on the Senate’s performance decreased from 34% to 28%, while disapproval ratings also dropped from 21% to 18% during the same period.
Regional approval ratings saw notable increases, with the National Capital Region (NCR) registering 64% satisfaction, Visayas at 64%, and Mindanao at 52%. Across social classes, the Senate’s approval ratings also improved significantly: Class ABC segment rose from 37% to 46%, Class D from 45% to 55%, and Class E from 46% to 54%.
This improved public sentiment coincides with a remarkable surge in legislative productivity during the Third Regular Session of the 19th Congress, which concluded on June 11, 2025. Under the leadership of Senate President Francis Joseph “Chiz” Escudero, a total of 216 laws were passed, nearly tripling the 73 laws enacted in the First and Second Regular Sessions combined.
Furthermore, the Senate produced 96 measures for the President’s approval in the Third Session, more than four times the 23 measures generated in the preceding two sessions. Measures approved on third reading also spiked from 14 in the first two sessions to 42 in the last session of the 19th Congress.

The Senate is now actively preparing for the opening of the 20th Congress, scheduled for July 28, 2025, poised to continue its legislative agenda guided by the mandate of the Filipino people.
