DTI warns public against counterfeit “Black Ultra” vape products

The Department of Trade and Industry (DTI), through its Office for Special Mandate on Vaporized Nicotine, Non-Nicotine Products, Their Devices, and Novel Tobacco Products (DTI OSMV) alerts the public of the widespread sale of counterfeit “Black Ultra” vapor products. These items are not authorized, tested or certified and have no connection to any legitimate manufacturer.

It has been reported to the DTI OSMV that distributors and retailers have been misled into believing these products are part of the official X-Ultra product line from X-Vape Technology Inc. The sale and circulation of counterfeit “Black Ultra” products:

  • Mislead consumers;
  • Pose serious health and safety risks due to unknown and unregulated ingredients;
  • Distort fair market competition; and
  • Harm the reputation of legitimate vape brands.

 

Consumers are advised not to purchase or use “Black Ultra” products, as these items are illegal and not Philippine Standard (PS) License-certified. Retailers and distributors are reminded to verify products with the DTI before sale and to comply with all regulatory requirements for vapor products under Republic Act No. 11900 (RA11900) or the Vaporized Nicotine and Non-Nicotine Products Regulation Act and related Department Administrative Orders.

Violations may be reported to the DTI OSMV via email at OSMV@dti.gov.ph or OSMV_Comms@dti.gov.ph.

For consumer complaints involving vape products, individuals may register and file their concerns through the DTI Consumer Care System at ConsumerCare.dti.gov.ph.
