PPA-MICT and ICTSI implement urgent traffic measures to manage Undas 2025 truck surge

The Philippine Ports Authority – Manila International Container Terminal (PPA-MICT) and its operator, International Container Terminal Services, Inc. (ICTSI), have implemented immediate and comprehensive traffic management measures in coordination with the Metropolitan Manila Development Authority (MMDA) and the Manila Traffic and Parking Bureau (MTPB) to address the heavy traffic flow leading to the MICT.

The traffic congestion, concentrated along Capulong Street and its access roads, is primarily caused by the significant, anticipated surge in container truck volume ahead of the observance of Undas 2025 (All Saints’ Day and All Souls’ Day).

To ensure the safety and orderliness of traffic flow for all motorists, PPA-MICT and ICTSI representatives quickly coordinated with local and national traffic agencies to enforce strict protocols. Initial measures include the rigorous implementation of a “one-lane only” policy for trucks entering and exiting the terminal on affected access roads.

“The safety and orderliness of traffic flow is our priority, especially during the crucial Undas period,” a representative from PPA-MICT stated. “Quick coordination with the MMDA and MTPB is essential to ensure that trucks use only one dedicated lane to enter and exit the terminal, preventing them from blocking major thoroughfares and minimizing disruption to general traffic flow.”

Traffic Situation (As of 9:00 AM, October 30, 2025): While the Inbound Service Access Road (SAR) and the GPS Disarming Area are currently experiencing loaded and heavy truck queues, traffic flow on the Outbound SAR and IPB Road remains minimal. The GPS Arming Area is noted as moderate.

All truck drivers and other motorists using the Capulong to MICT route are strongly advised to allocate extra time for their journeys. Motorists are encouraged to use alternative routes until the Undas-related cargo rush subsides.

PPA-MICT and ICTSI confirm their continued collaboration with all relevant local and national traffic authorities to monitor the situation in real-time and implement any necessary traffic adjustments until the Undas rush is fully mitigated.
