The Philippine Ports Authority (PPA) announced the implementation of enhanced security and safety measures across all ports in the National Capital Region (NCR) and nearby port zones, effective from November 16 to 18, 2025. This proactive move is in connection with the anticipated high volume of activity and possible road closures related to the Iglesia ni Cristo (INC) Peaceful Rally in Manila and surrounding areas.
The primary objective of these enhanced protocols is to guarantee the safe and smooth travel of passengers and the efficient flow of critical cargo during the three-day activity.
To uphold the highest standards of port security, the PPA will be enforcing the following guidelines:
- Reinforced Presence: PPA Port Police Officers will have a reinforced presence at all passenger terminals, entrance and exit gates, and key access points.
- Mandatory Screening: Mandatory and comprehensive screening of all passengers, port users, and accompanying baggage will be strictly enforced in accordance with existing PPA security guidelines.
- Access Control: A strict “No ID, No Entry” policy will be implemented across all restricted port zones.
Port stakeholders and the public are advised to plan their travel accordingly, as access to port facilities will be modified:
- Road Closures: Possible traffic slowdowns and rerouting near ports are expected due to road closures imposed by Local Government Units (LGU) and the Philippine National Police (PNP).
- Logistics Advisory: Delivery trucks and logistics personnel are strongly advised to allocate ample extra time for travel and strictly adhere to all checkpoint and access control protocols to prevent long queues and delays.
- Dynamic Access: Entry and exit points for the port facilities may be subject to change depending on directives issued by the LGU and PNP.
The PPA assures the public that cargo and vessel operations, including ship shifting activities, will continue throughout the period.
The PPA and port operators are in continuous coordination to ensure the smooth turnaround of ships and trucks. While operations will continue, minor delays may be unavoidable due to the necessary security checks and regional traffic conditions.
The PPA urges all port users, operators, and stakeholders to cooperate fully with the new security and traffic management protocols to ensure safe, secure, and orderly port operations.
