The Maritime Industry Authority (MARINA) today announced its 2025 performance highlights, demonstrating a significant leap in regulatory efficiency and a steadfast commitment to the safety and livelihood of the Filipino maritime community.
In a year defined by modernization and streamlined processing, MARINA has successfully reinforced its role as the backbone of the Philippine maritime sector. By focusing on “Regulation in Motion,” the agency has moved beyond mere paper processing to become a critical enabler of economic opportunity.
A cornerstone of this year’s success is the empowerment of the Filipino seafarer. MARINA issued a total of 583,642 STCW certificates in 2025. Each certificate serves as a vital credential ensuring that Filipino maritime professionals meet the rigorous national and international standards required for global deployment.
“These figures represent more than just administrative output,” the agency stated. “Each certificate represents a job enabled, a family supported, and the continued global trust in the Filipino seafarer.”
On the home front, MARINA’s regulatory actions have significantly boosted domestic maritime capacity and island-to-island connectivity:

Fleet Expansion: 466 new vessels were added to the Philippine domestic fleet through a combination of local shipbuilding and strategic importation.

Service Reliability: 761 Certificates of Public Convenience (CPC) were granted, ensuring that domestic shipping services remain safe, efficient, and reliable for the millions of Filipinos who depend on sea travel for trade and transit.
