In a major step toward full automation and enhanced transparency, the Bureau of Customs (BOC) recently conducted a public consultation to introduce the proposed New Customs Processing System (CPS). Led by the Management Information System Technology Group (MISTG) Deputy Commissioner, Atty. Revsee A. Escobedo, the session gathered key industry stakeholders to refine the digital platform ahead of its nationwide rollout.
The New CPS is designed to replace aging infrastructure with a streamlined, standardized workflow for both import and export processes. By digitalizing documentation and reducing manual interventions, the system aims to eliminate bottlenecks and provide a more predictable environment for the trading community.
Key features of the proposed system include:
-
Automated Workflows: Standardizing procedures to ensure consistency across all ports.
-
Enhanced Risk Management: Utilizing data to focus enforcement on high-risk shipments while accelerating clearance for legitimate, compliant trade.
-
Real-Time Visibility: Improved audit trails to reinforce accountability and integrity in decision-making.
The consultation served as an open forum for importers, exporters, customs brokers, and logistics providers. Participants shared practical insights and feedback, ensuring the system’s design meets the actual needs of the Philippine supply chain. “The reforms pursued under Commissioner Ariel F. Nepomuceno’s leadership are guided by a clear vision: a modern, transparent, and trustworthy Bureau of Customs,” stated Deputy Commissioner Atty. Revsee A. Escobedo. “We are building a system that facilitates trade, safeguards revenue, and serves the Filipino people with integrity.”
Under the direction of Commissioner Ariel F. Nepomuceno, the New CPS aligns with President Ferdinand Marcos Jr.’s mandate to modernize revenue collection and border protection. By reducing discretionary processes and increasing automation, the BOC continues to transform into a world-class agency that balances efficient trade facilitation with stringent border security.
