Philippines and Bhutan mark historic First Leaders’ Meeting to strengthen bilateral ties

President Ferdinand R. Marcos Jr. made history on Thursday by welcoming Bhutan Prime Minister Tshering Tobgay to Malacañan Palace, marking the first-ever leaders’ level engagement between the two nations since the formal establishment of diplomatic ties on October 6, 2025.

The milestone courtesy call signals a new era of cooperation, with both leaders emphasizing the need for deeper diplomatic and economic integration in a post-pandemic world.

During their meeting, President Marcos highlighted the importance of establishing non-resident ambassadorial representation to facilitate smoother communication and stronger bilateral relations. He noted that the evolving global landscape requires forging new partnerships that extend beyond traditional diplomacy.

“There is a realization of the need to forge new partnerships with friends around the world,” President Marcos stated. “Not only in tourism and cultural exchange but also in people-to-people ties, trade, and investment.”

The leaders discussed several pillars of the growing relationship:

  • Skills Development: President Marcos expressed optimism regarding the ongoing collaboration between the Philippines’ Technical Education and Skills Development Authority (TESDA) and Bhutanese counterparts for the upskilling of workers.

  • Trade Relations: The Philippines continues to export electronic products, machinery, transport equipment, and woodcrafts to Bhutan. In return, the Philippines imports premium commodities including wine, fresh grapes, and virgin olive oil.

  • Tourism and Diaspora: Tourism figures remain steady, with 335 Bhutanese visitors recorded as of late 2025. Additionally, the President acknowledged the Filipino diaspora in Bhutan, where many Filipinos currently serve in leadership roles within the hospitality sector.

Prime Minister Tobgay is currently in Manila to attend the Asian Development Bank’s (ADB) Asia Pacific Food Systems Forum (APFSF) 2026. His request for a sideline meeting with President Marcos underscores the mutual commitment of both nations to explore substantive engagement in priority areas.

The meeting concludes as a significant step forward in diversifying the Philippines’ diplomatic portfolio within the Southeast and South Asian regions.
