DOE extends registration and expands capacity for Waste-to-Energy Auction

The Department of Energy (DOE) announces key updates to the Special Auction Round for Waste-to-Energy (WTE) under the Green Energy Auction Program (GEAP), reinforcing its commitment to ensuring broader participation and advancing sustainable energy development.

 

Originally covering 230 megawatts (MW) of capacity, the DOE will increase the installation target to 400 MW for thermal combustion WTE projects. This expansion aims to accelerate the deployment of waste-to-energy technologies while supporting the country’s clean energy transition and solid waste management objectives.

 

To accommodate project development timelines and enhance investor confidence, ensuring that participants can deliver financially viable and technically sound WTE projects, the following project timelines will be revised:

 

  • Mechanical Completion: Extend to December 2028

 

  • Delivery Commencement Date (DCD): Extend to December 2029

 

In line with these adjustments, interested participants will be given more time to comply with auction requirements, as the registration period for Qualified Suppliers will be extended until 31 July 2026.

 

To further broaden participation, registrants awarded with Waste-to-Energy Operating Contract or Biomass Energy Operating Contract on or before the end of the registration period are eligible to join the auction.

 

With the extension of timelines and increase in capacity, the DOE aims to ensure the widest possible participation in the WTE auction, fostering competition and enabling the successful rollout of innovative waste-to-energy solutions.

 

In support of these updates, the DOE will issue an amendment to the Department Circular No. DC 2026-04-00111 and Supplemental Terms of Reference (TOR) to reflect the revised capacity, extended timelines, and other necessary adjustments to the auction parameters.
