Bureau of Customs (BOC) Commissioner Ariel F. Nepomuceno has been honored with the Asia’s Most Outstanding Leader for Customs Modernization and Public Service, recognizing his leadership in driving transformative reforms that have strengthened border security, modernized customs administration, and advanced transparent, efficient, and citizen-focused public service.
The distinction reflects the BOC’s sustained progress in digitalization, trade facilitation, institutional reform, and anti-smuggling efforts under his leadership. It was further emphasized by the Philippine Chamber of Commerce and Industry (PCCI), which commended Commissioner Nepomuceno’s reform agenda for fostering a more competitive trade environment and strengthening the confidence of the Philippine business community.
“This recognition is a win not only for the Bureau of Customs but for the entire business community,” said PCCI President Perry Ferrer. “Commissioner Nepomuceno’s reforms have fostered a more transparent, predictable, and fair trading environment—one that strengthens investor confidence and supports inclusive economic growth.”
Since assuming office, Commissioner Nepomuceno led key modernization initiatives, expanded digital customs services, strengthened revenue generation, intensified anti-smuggling efforts, and institutionalized reforms anchored on transparency, accountability, and professionalism. These initiatives have reinforced the agency’s role as one of the country’s primary revenue-generating agencies while making legitimate trade faster, more efficient, and more predictable.
Commissioner Nepomuceno said the recognition further strengthens the BOC’s drive to pursue reforms that place public service and national development at the forefront.
“Every reform begins with a simple belief, that government can always do better. Ito ang paniniwalang patuloy naming isinasabuhay sa Bureau of Customs. Hindi kami nagbabago para lamang sumabay sa panahon; nagbabago kami upang mas mapabilis ang serbisyo, mapalakas ang tiwala ng publiko, at mas makatulong sa pag-unlad ng ating bayan. This recognition is not the destination—it reminds us to keep moving forward with integrity, accountability, and an unwavering commitment to serve every Filipino.”
Commissioner Nepomuceno also expressed his gratitude to the awarding body and the PCCI for recognizing the BOC’s continuing reform efforts. He said the recognition inspires the agency to sustain meaningful reforms in support of President Ferdinand R. Marcos Jr.’s vision of a modern, transparent, and efficient government, guided by the principles of the I AM BOC (Integrity, Accountability, and Modernization) Movement and its commitment to genuine public service.
