BOI Brings 2026 SIPP Investment Roadshow to Cebu, Highlighting Visayas Opportunities and Industries of the Future

MANDAUE CITY, Cebu — The Board of Investments (BOI) gathered government officials, local government units, industry leaders, investors, business organizations, investment promotion agencies, members of the diplomatic community, and development partners for the Visayas leg of the 2026 Strategic Investment Priority Plan (SIPP) Domestic Roadshow at Bai Hotel Cebu on July 31, 2026.
Following the successful launch of the Luzon leg on July 10, 2026, the Cebu roadshow marked the next phase of BOI’s nationwide campaign to promote investment opportunities under the newly approved 2026 SIPP, deepen stakeholder engagement across the regions, and accelerate the conversion of priority opportunities into actual investment projects. The event showcased investment opportunities in key sectors including manufacturing, agribusiness, renewable energy, logistics, infrastructure, healthcare, digital services, and other innovation-driven industries with strong growth potential in the Visayas.
In his keynote address, Department of Finance Secretary Frederick D. Go underscored the strategic role of the SIPP in advancing the country’s long-term economic and industrial development agenda.
“The 2026 Strategic Investment Priority Plan, or SIPP, is a deliberate effort of the government to align investments with the country’s long-term economic and industrial development objectives. It is a strategic policy tool that guides investments towards sectors that can generate quality jobs, strengthen domestic industries, accelerate innovation, and create lasting economic value,” Secretary Go said.
Secretary Go also reaffirmed the government’s commitment to improving the ease of doing business, reducing investment costs, and ensuring policy predictability to attract high-quality investments that support industrial transformation and create meaningful opportunities for Filipinos.
For his part, Trade Undersecretary and BOI Managing Head Ceferino S. Rodolfo emphasized that the SIPP serves not only as an investment promotion tool but also as a roadmap for building the industries that will drive the country’s next phase of growth.
“The SIPP is not simply a list of incentives. It is the government’s roadmap for creating the conditions that allow new industries to grow, existing industries to move up the value chain, and more Filipinos to participate in higher-value economic opportunities. Through this roadmap, we aim to attract investments that will help build the industries that drive innovation, competitiveness, and long-term economic growth,” Undersecretary Rodolfo said.
As the country’s lead investment promotion agency (IPA) and steward of the 2026-2028 Strategic Investment Priority Plan, the BOI is leading efforts to translate the plan’s objectives into actual investments that drive industry development, strengthen economic resilience, generate quality employment, and support sustainable and inclusive growth. The updated SIPP includes reforms such as the new Modern Basic Needs category, which supports a more strategic and coordinated approach to investment promotion across priority sectors.
The roadshow highlighted Cebu’s role as a key center for innovation and value creation and an anchor of the broader Visayas growth story. Building on its strengths in semiconductors, electronics, advanced manufacturing, engineering, and technology-enabled services, as well as its skilled workforce and strong global connectivity, Cebu offers a competitive platform for high-value investments in future-ready industries. These strengths position the province to contribute significantly to the SIPP’s objectives of industrial upgrading, technological advancement, and sustainable economic growth.
As one of the country’s major growth areas, the Visayas is expected to play a leading role in advancing the objectives of the new SIPP. Across the region, complementary strengths in renewable energy, agribusiness, food processing, digital services, knowledge-based industries, tourism, and technology-enabled services provide a strong foundation for future industries to grow. Together, these regional ecosystems can support stronger value chains, attract higher-value investments, and generate quality employment across the Visayas.
Closing the program, BOI Governor Kathrina Lim-Dy emphasized the importance of sustaining stakeholder engagement and expanding awareness of opportunities under the country’s updated investment priorities.
“We hope to build on the momentum created today here in the Visayas and broaden this important dialogue with even more stakeholders across the country. Through these engagements, we aim to strengthen awareness of the opportunities under the new SIPP, encourage deeper collaboration and stronger partnerships, and help bring investment projects to fruition in support of sustainable and inclusive growth,” Governor Lim-Dy said.
The Cebu roadshow forms part of BOI’s continuing nationwide campaign to promote the 2026 SIPP and ensure that investors, businesses, local governments, and development partners are informed of investment opportunities and incentives available under the country’s priority sectors. Through these engagements, BOI aims to accelerate investments that support industrial transformation, technological advancement, sustainability, regional development, and job creation. By bringing together government, industry, investors, academia, and development partners, the roadshow supports the shared goal of building the ecosystems, partnerships, and investments needed to make future industries happen.
