The Bureau of Customs (BOC) has formally convened with the United States Department of Homeland Security (DHS) to advance intelligence cooperation and fortify the nation’s border security framework.
This high-level engagement aligns with President Ferdinand R. Marcos Jr.’s mandate to modernize the BOC into a robust, globally connected administration. Under the leadership of Commissioner Ariel F. Nepomuceno, the initiative integrates international enforcement best practices to safeguard the country’s borders more effectively.
The bilateral discussions focused on developing a proactive defence against cross-border threats. Key areas of cooperation include:
Real-Time Information Exchange: Streamlining the flow of intelligence between the two nations.
Advanced Risk-Targeting: Enhancing the BOC’s ability to identify and intercept high-risk shipments before they enter the commerce stream.
Joint Enforcement Strategies: Reinforcing collaborative protocols to combat smuggling and illicit trade.
Collaborative Leadership
The BOC delegation was led by Assistant Secretary Atty. Jekereen Casipit, Chief of Staff of the Office of the Commissioner. She was joined by:

Deputy Commissioner Agaton Uvero (Assessment and Operations Coordinating Group)
Atty. Maria Luz Lite (Overall Coordinator, Trade Transparency Unit)
The U.S. delegation was headed by Mr. James Garcia of U.S. Customs and Border Protection (CBP), who provided strategic recommendations to align the BOC’s modernization efforts with international standards.
This partnership is expected to yield significant benefits for national security and the economy. By improving the detection of illicit goods, the BOC aims to increase global trust in Philippine trade and ensure a safer environment for the Filipino people.
