The Bureau of Customs (BOC) marked a major milestone in its trade facilitation reforms as it announced the full digital adoption of the Origin Management System (OMS) during the National Exporters’ Week (NEW) 2025 held on December 1-5,2025. The event, organized by the Department of Trade and Industry Export Marketing Bureau (DTI-EMB) in partnership with the Philippine Exporters Confederation Inc., gathered industry leaders and stakeholders to advance the goals of the Philippine Export Development Plan under the theme “Making Waves: Exporters Driving the Nation Forward.”
Assessment and Operations Coordinating Group Deputy Commissioner, Atty. Agaton Teodoro O. Uvero, delivered a message emphasizing the importance of modernizing systems that directly affect the daily operations of exporters. He announced that the BOC is now fully adopting the Origin Management System (OMS), a new online platform which digitalizes the entire process of managing basic information of exporting companies to the application and issuance of Product Evaluation Report (PER) with the issuance of Customs Memorandum Order No. 6-2025. The system allows exporters to submit PER applications seamlessly, facilitating regulatory compliance thereby ensuring eligibility for tariff preferences. Going digital will make the processing of PER applications faster, predictable, more transparent, and much easier for businesses, especially for micro, small and medium enterprises.
This shift is also fully in line with President Marcos Jr.’s broader directive to streamline government procedures and improve the ease of doing business. Under this administration, the BOC has already rolled out sweeping digitalization of customs processes, helping reduce bureaucratic bottlenecks and corruption vulnerabilities while improving trade facilitation for exporters and importers alike.
Atty. Jenny P. Diokno, Chief of the Export Coordination Division, delivered a presentation titled “Streamlining Steps to Export Success: Unlocking Tariff Preferences Through the Origin Management System.” Atty. Diokno explained how exporters can now apply online for the Product Evaluation Report (PER), a key document required before availing tariff privileges abroad. Her presentation walked participants through the step-by-step process and showed how the digital PER system eliminates long waits, reduces paperwork, and minimizes the risk of errors.
The BOC’s active involvement in NEW 2025 underscores the agency’s commitment to making export procedures more efficient and business friendly. Under Commissioner Ariel F. Nepomuceno’s leadership, the Bureau continues to embrace digital tools that make processes easier for exporters. “I want our exporters to feel the difference-less waiting, fewer hurdles, and more support from Customs,” Commissioner Nepomuceno shared. By fully adopting the OMS, the Bureau is helping ensure that Filipino exporters can compete more effectively in global markets, access zero or reduced tariffs, and ultimately contribute to more jobs, stronger industries, and a more vibrant economy.
