The Philippines is piloting a web-based e-navigation system that aligns local shipping with international maritime standards, a major step in modernizing maritime operations in the country.
This developed as the Maritime Industry Authority (MARINA), in partnership with the International Maritime Organization (IMO), held the SMART-C Traffic Project workshop from 9 to 11 March 2026 to advance this initiative.
“This pilot system is a game-changer for maritime safety and traffic management,” said Engr. Ramon C. Hernandez, Head of MARINA’s SMART-C Project Committee. “It enhances navigational safety, improves traffic monitoring, and ensures our operations meet global standards.”
MARINA, the Philippine Coast Guard (PCG), the National Mapping and Resource Information Authority (NAMRIA), and IMO experts discussed maritime data integration, digital navigation services, and operational frameworks for the pilot. These discussions ensure the system is practical, stakeholder-responsive, and globally compliant.
The SMART-C Traffic initiative showcases the Philippines’ commitment to digital transformation in the maritime sector while reinforcing its role in the international maritime community. MARINA also thanked the IMO and the Government of the Republic of Korea for their support in making the project possible.
The SMART-C Traffic Project is aimed at advancing the establishment of a web-based e-navigation service in pilot test beds to enhance maritime safety and traffic management in the Philippines.
“The pilot testing of a web-based e-navigation service represents an important step toward modernizing maritime operations in the Philippines. This initiative will enhance our capability to strengthen maritime safety, improve traffic management, and support more efficient and sustainable shipping activities,” said Hernandez.
The workshop focuses on technical consultations on the requirements and operational framework for the establishment of the web-based e-navigation service. The activity brings together MARINA, the Philippine Coast Guard (PCG), and the National Mapping and Resource Information Authority (NAMRIA), together with IMO experts, to discuss key elements such as maritime data integration, digital navigational services, and the operational considerations necessary for the implementation of a pilot test bed.
The SMART-C Traffic initiative supports the Philippines’ commitment to digital transformation in the maritime sector, recognizing the country’s role as a major maritime nation and one of the world’s leading suppliers of seafarers. By advancing e-navigation and digital maritime services, the project aims to enhance navigational safety, improve traffic monitoring and management, and support the efficient movement of vessels in Philippine waters.
Through these discussions, the participating agencies aim to ensure that the proposed system will be practical, responsive to stakeholder needs, and aligned with international maritime standards and best practices.
