CAAP warns public against investment scams and fraudulent procurement schemes

The Civil Aviation Authority of the Philippines (CAAP) has issued an official advisory warning the public against individuals and groups falsely claiming to represent the Authority for the purpose of soliciting money.

Reports indicate that scammers are approaching the public with fraudulent “investment opportunities” in CAAP projects or promising guaranteed wins in bidding processes through alleged internal “arrangements” or “SOPs.” CAAP clarifies that these claims are entirely baseless and constitute criminal activity.

To protect the public and maintain the integrity of the aviation sector, CAAP reiterates the following:

  • No Third-Party Solicitation: No individual, group, or third party is authorized to collect money or solicit investments on behalf of the Authority.

  • Guaranteed Awards are Impossible: No person can guarantee the awarding of any project or contract. Any claim of “inside influence” is a hallmark of a scam.

  • Strict Legal Compliance: All procurement activities are conducted in strict accordance with government laws, Republic Act No. 9184 (Government Procurement Reform Act), and established bidding procedures. “CAAP remains steadfast in its commitment to transparency, integrity, and accountability. We do not tolerate any form of corruption or fraudulent misrepresentation that undermines our procurement processes,” the Authority stated.

CAAP urges the public to remain vigilant and ignore any unofficial proposals. Engaging with these fraudulent entities poses a significant financial risk and may lead to legal complications.
