Pres. Marcos Jr. reaffirms commitment to Filipino seafarers, highlights reforms at PMMA graduation

President Ferdinand R. Marcos Jr. on Friday reaffirmed the Philippine government’s dedication to strengthening the nation’s maritime education and training system, ensuring Filipino seafarers remain globally competitive, protected, and fully supported amid evolving international standards and security challenges.

Speaking at the Commencement Exercises for the Philippine Merchant Marine Academy (PMMA) SALIGHIRANG Class of 2026 at the PMMA Grandstand in Zambales, President Marcos outlined key government reforms designed to safeguard the global employability of the country’s maritime workforce.

“We strengthened maritime education and training, improved certification systems, upgraded facilities and equipment, and worked closely with our international partners to ensure that Philippine standards continue to meet global expectations,” President Marcos said. “Through these efforts, we will continue to safeguard the global employability of Filipino seafarers.”

The Chief Executive recalled a recent major challenge to the country’s maritime education and certification system that jeopardized the livelihoods of approximately 50,000 Filipino seafarers working aboard European Union-registered vessels.

“We could not allow the future of our Filipino seafarers to be placed at risk. That is why your government acted immediately,” President Marcos emphasized, noting that the administration’s proactive measures successfully protected those critical jobs and aligned national standards with global requirements.

Beyond training and accreditation, President Marcos assured the maritime sector that the government remains vigilant regarding worker safety, particularly as seafarers navigate high-risk and conflict-affected waters in regions such as the Middle East.

“Your government will always be within reach, ready to help,” the President stated, reinforcing that crew welfare remains a continuous priority.

Addressing the new graduates, President Marcos highlighted that their diplomas reflect the high confidence the global maritime industry maintains in Filipino mariners. He urged the SALIGHIRANG Class of 2026 to carry their training with honor, whether serving in the naval forces, guarding coastal borders, or operating commercial vessels.

“Kaya sa inyo, sa ating mga nagtapos: kayo ang ilaw na susundan ng iba,” President Marcos told the class. “Carry yourselves with competence, lead with humility, and serve with integrity. As you sail across the globe, know that you have with you the hopes of your families, the lessons imparted by the Academy, and the support of a nation that believes in you.”
