The Energy Regulatory Commission (ERC) has significantly reduced processing times for key energy permits and approvals through the Energy Virtual One-Stop Shop (EVOSS) system, aligning with the national government’s initiative to streamline regulatory processes and fast-track the implementation of power projects.
During the 24th EVOSS Steering Committee meeting on 01 July 2026, the Department of Energy (DOE) reported that three major ERC regulatory processes integrated into the EVOSS portal are now being completed well ahead of the prescribed timelines set under the Commission’s 2020 Citizen’s Charter:

Point-to-Point (P2P) Transmission Facilities: Applications to develop and operate P2P limited transmission facilities are now processed in an average of 144.46 calendar days, substantially lower than the standard 270-day benchmark.

Capital Expenditure (CAPEX) Approvals: CAPEX applications are currently processed in an average of 140.53 calendar days, down from the 270-day timeline.

Certificates of Compliance (COC): COC applications are completed in just 29.65 calendar days, cutting the prescribed 60-day process by half.
Official ERC data as of July 2026 indicates that a total of 646 ERC-related filings have been processed through the EVOSS portal. This includes 104 P2P facility applications, 68 CAPEX filings, 143 COC applications, and 331 Provisional Authority to Operate (PAO) requests.
ERC Chairperson and CEO Atty. Francis Saturnino C. Juan emphasized that these improvements highlight the agency’s dedication to modernizing its regulatory oversight while maintaining thorough evaluations.
“Through EVOSS, we are able to speed up our processes without compromising thorough review. Our goal is to make project approvals more efficient and predictable to support a reliable and adequate power supply,” Chairperson Juan stated.
Established under Republic Act No. 11234, the EVOSS system is an online, centralized platform designed to simplify permitting procedures across power generation, transmission, and distribution sectors.
To further promote the ease of doing business in the energy sector, the ERC is continuously collaborating with the DOE and the EVOSS Steering Committee—chaired by the Office of the President—to expand the integration of additional regulatory processes into the platform.
