The Bureau of Customs (BOC) continues to institutionalize a culture of innovation across its collection districts, with the Port of Clark demonstrating how reforms anchored on the Integrity, Accountability, and Modernization (IAM) Movement of Commissioner Ariel F. Nepomuceno are transforming customs administration.
By combining digital innovation, stakeholder collaboration, and operational excellence, the Port of Clark has strengthened trade facilitation, improved service delivery, and reinforced border protection in support of President Ferdinand R. Marcos Jr.’s vision of a modern, efficient, and transparent government that promotes economic growth and ease of doing business.
Under the leadership of District Collector Jairus S. Reyes, the Port surpassed its first semester 2026 revenue target by collecting ₱2.765 billion, exceeding its goal by ₱104.71 million, while intensifying anti-smuggling operations through the issuance of 51 Warrants of Seizure and Detention (WSDs) covering smuggled goods valued at more than ₱614 million.
A key driver of the Port’s success is its strong partnership with the local Customs Industry Consultative and Advisory Council (CICAC), Clark Development Corporation (CDC), LIPAD Corporation, and Air Express Cargo Operators (AECOs). Through these collaborations, the Port facilitated the use of commercial flights by FedEx and UPS to improve cargo connectivity, implemented the MRO-FAST (Maintenance, Repair, and Overhaul – Facilitated Access for Services and Trade) Customs Procedures that expedite aircraft maintenance shipments, and continuously refined customs processes to support Clark’s goal of becoming Asia’s premier air express sorting hub.
District Collector Jairus S. Reyes emphasized that the Port’s reforms are already creating meaningful impact among its stakeholders.
“We’re grateful that many of our locators and stakeholders here at the Clark Freeport Zone have expressed their appreciation for the IAM Program of Commissioner Ariel F. Nepomuceno. They have seen how these reforms are making customs processes faster, more transparent, and more responsive to the needs of today’s industries. Ito ang klase ng serbisyo na kailangan ng ating mga negosyo at ng ating ekonomiya. Sa Port of Clark, patuloy naming isasabuhay ang Integrity, Accountability, and Modernization upang makapaghatid ng mas mahusay na serbisyo habang pinapalakas ang trade facilitation, border protection, at revenue collection para sa sambayanang Pilipino,” Reyes said.
To advance modernization, the Port institutionalized its Deliverables Tracker, a real-time digital dashboard that enables management to monitor operational and administrative commitments and ensure timely completion of tasks. It also introduced QR code-enabled access to customs forms and documentary requirements, digital information materials for stakeholders, and is developing the Clark App, a centralized platform that will provide access to customs procedures, forms, citizen’s charter, announcements, and other services anytime and anywhere.
The Port likewise strengthened public service by enforcing its Zero Pending Entries and Transactions Policy, extending processing hours until 7:00 p.m., maintaining weekend and holiday operations, and conducting regular stakeholder dialogues to resolve operational concerns before they affect business operations. It also enhanced passenger service through a tripartite agreement with LIPAD Corporation and the Korean Community Association in Central Luzon, providing dedicated Korean interpreters at Clark International Airport to better assist arriving passengers.
Complementing these initiatives, the Port continues to strengthen border security through the development of the operational framework for the Clark International Airport Inter-Agency Drug Task Force while investing in personnel capability-building and community development programs that reinforce the Bureau’s commitment to responsive and people-centered public service.
