The Department of Transportation (DOTr) has asked prospective bidders for the PHP563.32-million engineering consultancy and inspection contract for the Metro Rail Transit Line 7 (MRT-7) project to submit the required documents for short-listing.
In its notice, the DOTr set August 7, 2027 as the deadline for the submission of short-listing documents. It added that late submissions will not be accepted. The project consultancy will run for 30 months.
The consultancy contract covers design review support and works inspection for the 22.8-kilometer MRT-7, a rapid transit line with 14 stations connecting North Avenue in Quezon City to San Jose del Monte, Bulacan. The first 12 stations of the long-delayed MRT-7 are also expected to open next year, nearly three decades after the project was first proposed. The rail project is being developed by San Miguel Corporation.
The notice also stated that bids exceeding the Approved Budget for the Contract will be automatically rejected during the opening of the financial proposals.
Applications for eligibility will be evaluated using a non-discretionary pass/fail criterion.
The DOTr will evaluate the bids using the Quality-Cost Based Evaluation method to determine the Highest Rated Bid.
Under the evaluation process, the technical proposal will account for 85 percent of the total score, while the financial proposal will carry a weight of 15 percent, for a combined total of 100 percent.
