The Maritime Industry Authority (MARINA) has announced a 3-month validity extension for qualified MARINA-issued Certificates of Competency (COC) and Certificates of Proficiency (COP) held by Filipino seafarers impacted by the ongoing security situation in the Black Sea and the Sea of Azov.
This proactive measure is designed to support maritime professionals facing operational disruptions, travel restrictions, and logistical hurdles driven by the regional crisis.
The extension applies directly to Filipino seafarers who:

Remain onboard ships operating within the affected zones and are unable to disembark.

Are stranded after disembarkation due to the prevailing security situation.

MARINA-issued COCs and COPs that have expired or are set to expire on 31 October 2026.

Crucial Condition: The extension applies exclusively to qualified seafarers whose disembarkation has been directly prevented or delayed by the security crisis.
Shipping companies, shipowners, and Manning Agencies (LMAs) must ensure proper compliance by submitting all necessary documentation and records—including Ports of Call details—to MARINA. These records are required to formally substantiate and verify the affected seafarer’s circumstances.
MARINA continues to monitor the situation closely, prioritizing the welfare, legal standing, and operational continuity of Filipino seafarers navigating high-risk areas.
