EU and PH forge a stronger partnership for accelerated clean energy transition at 15th Energy Smart Forum

Highlighting that energy security is economic security, the European Union (EU) Delegation to the Philippines reaffirmed its commitment to boosting sustainable energy cooperation during the 15th Energy Smart Forum.

Addressing government officials alongside Philippine and European business leaders, Dr. Marco Gemmer, Head of Cooperation of the EU Delegation, outlined strategic opportunities to fast-track the nation’s transition toward renewable, secure, and affordable energy.

Through flagship initiatives such as the EU Global Gateway and the EU–Philippines Green Economy Partnership, the EU and its Member States are actively supporting the Philippines by providing:

  • Investment-friendly policies to streamline development.

  • Innovative technologies tailored to the region’s needs.

  • Targeted financing solutions designed to mobilize sustainable private investment.

Current collaborative efforts are already underway across critical sectors, including offshore wind development, broader renewable integration, modernized grid infrastructure, energy efficiency, and the decarbonization of energy-intensive industries.

Drawing directly from Europe’s own renewable evolution, Dr. Gemmer emphasized four foundational elements required to de-risk and lower the costs of capital-intensive projects:

  1. Stable and predictable regulation to build long-term investor confidence.

  2. Modern, resilient grids capable of handling fluctuating power loads.

  3. Strong public-private cooperation bridging policy and execution.

  4. Robust investment frameworks that minimize financial risks. “The EU remains fully committed to working hand-in-hand with the Philippine Government, local and European enterprises, and financial institutions to turn ambitious national energy targets into concrete, ground-level investments,” stated Dr. Gemmer. “This partnership drives sustainable economic growth while delivering cleaner, more affordable power to the Filipino people.”
