The Public-Private Partnership (PPP) Center of the Philippines and the Provincial Government of Ilocos Norte solidified their collaboration by signing a Memorandum of Agreement (MOA) on Feb. 28, 2025, at the PPP Center’s Board Room in Quezon City.
The ceremony, which was attended by National Economic and Development Authority (NEDA) Secretary Arsenio M. Balisacan, marks a pivotal moment in advancing PPP initiatives within the province.
“This partnership will play a critical role in accelerating infrastructure development, attracting private investments, and fostering a more business-friendly environment in Ilocos Norte,” said Governor Matthew J. Marcos-Manotoc.
The MOA aims to establish a solid framework to strengthen the province’s PPP project pipeline. Under the agreement, the PPP Center will provide technical assistance across various stages, including project development, evaluation, procurement, implementation, and monitoring. Additionally, the Center will ensure compliance with the PPP Code and its Implementing Rules and Regulations.
PPP Center Executive Director and Undersecretary Ma. Cynthia C. Hernandez emphasized the Center’s unwavering support for the province. “Our goal is to help the Provincial Government identify and prioritize projects for PPP implementation. We will also assist in capacity building and explore funding opportunities through our Project Development and Monitoring Facility.”
The agreement further addresses potential challenges and bottlenecks that could hinder project implementation. A dedicated PPP Center team will be assigned to oversee and provide continuous support for the province’s PPP initiatives.
“Creating an investment-friendly ecosystem is crucial to driving development. That’s why PPPs are so important—they enhance the public sector’s ability to execute projects,” added NEDA Secretary Balisacan. “The synergy between the public and private sectors is a powerful catalyst for progress, particularly when it comes to developing essential public infrastructure and services. This MOA signing will help turn that vision into reality.”
